Even bureaucrats take vacation and when they leave, so do most of the camp followers, lobbyists, lawyers, media, etc., leave with them.
The presidential campaigns are spicing things up, but that is more rhetoric than substance. When Congress leaves town, a big chunk of the “DC news engine” leaves with it.
